As far as I can tell. I asked them and they sent me the form to apply for a need-based waiver.

Relevant parts of Columbia's stipend policy are as follows:
-"Eligible candidates are applicants admitted in the current cycle and
for whom Columbia-related travel expenses represent a financial
strain."

-"In order to receive any reimbursement for the Admitted Student
Program, attendance is required from no later than 10:00 a.m. on
Wednesday to 12:00 p.m. on Thursday."

-"A travel subsidy of up to $300 (amount given is contingent on a
number of variables, including city of departure) to attend an
admitted student event before the May 1 decision deadline will be
provided."

-"If you will be visiting a number of other law schools during the trip
covered by your reimbursement request, your reimbursement from
Columbia will be made on a pro rata basis."

Does anyone know what constitutes "financial strain"?

UCLA is March 10, and April 6.

I was able to get a $200 stipend by submitting receipts. This is coming from a midwestern state.

Does anyone know what constitutes "financial strain"?
I don't have a concrete answer for you, but if you requested a stipend last cycle then they made you fill out a form with these questions:
CLS Travel Stipend Form wrote:
Reimbursable travel expenses include: fare for airplane, train, and motor/coach bus or mileage for personal automobile travel. Other expenses incurred while in New York City (including transportation, lodging, and food) are the responsibility of the student. It is Columbia University policy that students are reimbursed only after travel has been completed. In order for a reimbursement check to be sent, you will need to provide us with a copy of your itinerary and proof of purchase—an original receipt or ticket stub.

Which admitted student event do you plan to attend?
o "Mondays at Columbia" Program, February 18, 2013
o Admitted Student Program, March 6 –7, 2013
o Admitted Student Program, April 3-4, 2013
o "Mondays at Columbia" Program, April 22, 2013

Reason why Columbia-related travel expenses would represent a financial strain (please explain your circumstances in detail - this should include income, expenses, etc. or other conditions that demonstrate need of assistance):

Have you applied or are you planning to apply for financial aid through our Financial Aid Office?

Which other law school(s) do you plan to visit on this trip?

Have you requested financial assistance from the other school(s); and if so, how much assistance are they providing (please list each school separately)?

When visiting Columbia Law School, from where will you be traveling?

Anticipated Travel Expenses (please research transportation costs and provide a specific amount).
They were pretty accommodating (I certainly didn't qualify for need-aid at other schools, though I was bringing a spouse with me on the visit) - though they made me include specific figures for the "describe why it presents financial strain" question (e.g. salary, rent, etc.). The hardest part was actually remembering to turn in the receipt to the correct office during the visit.

ETA: They gave up to $100 to travel from DC

Iowa offers a $400 travel stipend for ASW, but you only receive it if you matriculate there. Otherwise - nothing.
