How far do you go with "similarly ranked?" For example, if you have a great offer at 25, can you use it at 20? Or is that too many spots?
For sure you could use that - if they're schools that you're considering and are competing for the same, I think they are valid to bring up. Is their bargaining power as good? Maybe not, but it's probably a case by case basis.

Has anyone been notified that they did receive the Public Interest Scholarship? I applied but didn't receive word that I didn't get it like some others. Have they just not decided yet or is not being notified of rejection a good sign?

I guess while you're here, it's best to approach negotiation from a total COA perspective rather than scholarship amount or cash off tuition, right?

So if School A gave me 100k and school B gave me 75k..but it'd still cost more to attend school A due to COL, so I'm asking for a bump

That's what I plan on doing, especially given how expensive Boston is to live in :(

I haven't received all my financial aid info, so take this with a grain of salt, but I would have to agree. COA is the figure you should be looking at! 100K at a small school in the south and 100K at BU are not the same!

i sent a negotiation email to BU this week w/ my BC offer. BU reply: thanks, we'll keep this in your file, will continue reviewing merit aid offers until the first seat deposit, make sure to apply for our need based scholarships

in case anyone was curious what to expect!

no...they just say they'll add it to your file and will be reviewing merit and need based aid between now and the seat deposit deadline.

I.e we will look at it but we're not giving you an answer right now. They probably want to accept/offer money to most people first then go back around and review negotiations. Also, I think they want to wait and decide what they're willing to give you for need based aid before deciding if you should get more merit based aid.

Didn't get the PILS. Got out on a waitlist for it and then offered $35k/yr. Very generous amount I just dont know if I can attend without full tuition.

You usually go complete on the status checker a few days after applying, and then they don't change the status after that.
