A week and a half since a CB with a firm. Ding?
The wait is killing me. But since they're hiring 2-3 SAs, I suppose the wait makes sense. I feel like I'm on the wait-list while they wait on other offers.

Got an offer from my 2nd choice firm, they left a VM message. I'm still waiting on #1 firm to make up its mind. When I call back 2nd choice firm, how do I politely tell them I need more time to decide? Anyone have a script?

You have 28 days...do you need more time already? I'd give it a week or two before requesting extensions.

Oh, okay. That makes sense to me. I’d just call, thank them for the offer and let them know you’ll be back to them soon with a decision. They should understand. I’d spend most of what should be a short conversation saying something about how much you enjoyed your callback; you’re happy for the opportunity; and that you’ll let them know as soon as you make up your mind. I don’t know many people who accept right away, so I don’t think it’s a big deal at all.

Not sure what your peers/CDO's are saying, but waiting more than a week or two is not an auto-ding. I had a CB in late August, and I was just recently contacted by the firm to let me know that they are aware it's been a while, but to please sit tight because they are very seriously considering my application. This was a V50 firm.
Don't get onto that USS Panic thread or whatever it is just yet!
