I received several fee waivers from T13/T20 schools, but I have also received waivers from lower-ranked schools, including Temple, Villanova, etc.
Regarding lower-ranked schools, should I apply for scholarship negotiation purposes? In other words, can potential scholarship offers from these schools be used to negotiate within the T13/T20?

No. Schools generally only negotiate based on scholarship offers from peer schools.

To give you an example, Northwestern has (or at least had) an official process for scholarship negotiations, and they only let you submit evidence of scholarships from particular schools. Their list was basically the T14, UT, WUSTL, and Vanderbilt.
With your numbers, there's no real point in applying to schools outside the T20, unless you have goals that can be reasonably met from a flagship regional school where you want to work.
