What are my chances?

Stats are 166 LSAT, 3.86 GPA, science major, two years work experience

What are my chances at Penn or Georgetown? What about if I do early decision for either?

Not great. You might get in (according to MyLSN, waitlist is the likely result at both), but you probably won't get much (if anything) in the way of money. If you apply ED, your chances of getting in don't change, but your chances of getting money completely disappear.

If your goal is a T13 school, retake the LSAT. Literally one more point puts most of the T13 into play.

Yeah, retake is the obvious choice here. You should be cashing that above-median GPA in for tens of thousands of dollars. You've got like 3 chances to retake the LSAT between now and September.

UPDATE: I retook the LSAT and I got a 166 again...

Let's assume I have hit my ceiling in terms of score. Given my stats (166 x2, 3.86, biochemistry major, 2 yrs work), what are my admissions chances (leaving aside scholarships) at Cornell and Georgetown if I apply beginning of the cycle ? Is it around 50/50? 40 in/60 out?

According to MyLSN, about a 30-40% shot at Cornell or Georgetown. It actually looks like you'd have similar odds at Michigan or Northwestern.

I'd blanket the T20 if you think you've maxed out your score. But I highly recommend visiting the LSAT Prep forum here to figure out if there's something else you could be doing to get an extra point or two.
