Retake and don't waste your gpa. Just three more points on the LSAT and you're looking at an acceptance to Penn and 120k at Cornell

If you're comfortable with paying sticker, do ED Penn since you prefer it over Cornell.

And you shouldn’t be comfortable with paying sticker unless you’re comfortable lighting a $100,000+ on fire and watching it burn (or you have GI Bill benefits or something)

I feel like if I got into Penn or Cornell with RD, I won't have any scholarship. And it is more likely that I got rejected.

So why not ED.

You won't have any scholarship ED. The only differentiator as you describe it is that you're less likely to get in. That's not worth being forced to pay an enormous amount of money to attend. Unless you can give compelling reasons why you should go to Penn or Cornell at sticker.
