think strong recommendations, leadership, and experience
Chances at:
NYU
Columbia
Berkeley
GW Presidential Merit?

0% at all of the above. Dont waste that GPA. retake.

Edit: maybe chance at GW, but idk the scholar program numbers. You are in a great position OP. You have a fantastic GPA and URM. Seriously retake, get a high 160s score, and you have legit shots at YHS and money from CCN.

What URM? And why such a limited list of schools based on seemingly little geographic focus?

This seems well-intentioned, but it's also not entirely true. If this is an AA URM with those stats, HCCN are already very possible (not guaranteed, but definitely possible based on available stats), even with tuition discounts (whether it be need-based or merit-based), and I think we both agree that that's not even close to the end of the decision making process.

We're all painting with broad brush strokes here because we can't divine an individual outcome, but you might want to measure your responses slightly more than this. Those offering advice to 0Ls like us should strive to give as accurate advice as we have available, and I think you brought your well intentions too far here.

You've given some genuinely good advice in the latest September deluge, but just remember that 0Ls will listen to you almost to a fault, so you want to be sure everything you give them is almost entirely accurate. We don't know whether your advice is remotely accurate because we don't have enough information.
