I think retaking is your best option here. You're a URM, 3.84 GPA is great and with a good LSAT you could get in anywhere.

Aim higher than a 161 though! With a 165+ you have a shot at HYS CNN or a full ride at some of the places you're looking at.

If you're not ready in Sept, no need to take anyway. Just wait until you're ready and give yourself the time you need. I know it can be hard working and prepping.

What are your career goals in terms of type of law practiced/firm size/etc? That should inform your choice of school. I know almost nothing about the Wisconsin legal market but I'd assume UW-Madison looms largely except at the most prestigious firms, where probably some UChicago and NU grads get hired as well. If that's the case I'd suggest retaking until you have a really good LSAT score (166+) and getting $$ from UW-Madison.

Edit: With that solid GPA and being a URM you should not be worried about your LS chances. Just focus on crushing the LSAT and you'll have a very good cycle whenever you do apply I'm sure.
