you may have a shot at Berkeley. I'd be surprised if you got into Penn with a 162, but MyLSN knows more than me and stranger things have happened.

Inb4 doesn't matter where you can get in - matters where you want to be and how much scholarship loot you can squeeze out of that gpa.

Why would you ED T-20? I'd imagine (without doing research) the split you have now will get you in ED to Vandy, UT, maybe WashU, but if you (correctly) retake in Sept and get a 166+, you have a good shot at getting a T-14, this cycle, with more money. Seems like the only outcome is you run the risk of wasting this cycle or being locked in to a worse school than a 4.0 uGPA has any right to accept, because you EDed to schools ranked too low.

Nothing contrary to add here- just want to reiterate BigZuck's point. T20 this year will probably be different from T20 next year (although at some point I feel like they should just have a T17- I have no recollection of when any of those 3 have been ranked 18 or worse). Just keep aiming for the top with your LSAT and don't ED! Go somewhere where you think you might want to practice that has strong employment outcomes, and go on a discount- you'll be much less stressed if you do!
