Just looked up the Penn 2019 thread just for funsies and it looks like ED 2 has two admission waves (1/22 and 1/29) so maybe there is hope for an earlier wave? Hmmm!!!

Haha. I'm going to guess earliest is this Friday. Likely sometime early next week. How many people do you think apply ED to Penn total for both rounds? Anyone?

I don’t know both rounds- but I know that back when it was one round Dean Post said in an interview that it was between 130 and 200 people apply ED on average

It's Penn's policy to have every candidate reviewed twice so all it means is that they're closer to a decision on you.

No it means it's under the second review.

no. UCR2 I believe is the 2nd round of reviewers look at your file. then after they are done, you will have a final decision.
