It depends. I took the GRE once during the two weeks I spent at home visiting friends and family in 2017 - rest of the time, I was working/out of the country. And my resume would show the major time crunch I had in studying for this exam. Never even looked at an LSAT test prep book, because it’s prohibitively expensive (generally speaking, fly down to HK) for me to take the LSAT rightt now. I'm also applying for a joint degree and my scores are at the level for which HKS wouldn’t worry about it, i.e. if I’m rejected from the Kennedy School then it wouldn’t be because of my GRE score. I actually used HKS’ rather detailed and extensive admissions blog to formulate all my applications to law and public policy school, which led to a detailed narrative focused on public service and personal growth moreso than anything else, which I suspect has been to my favor, because my story is not exceptional but rather uncommon for a JD aspirant.
My resume also does have a mix of the legal and the political: worked part-time in a law firm during undergrad, three refereed publications - incl. South China Sea/maritime law & on counterterrorism, research-based DC internships, and 8+ years of Model UN - lots of staffing & lots of competitions (although the last is definitely not special for JD applications).
So I would suggest that until US News manages to alter its algorithms to include the GRE, numbers aren’t everything, I suppose.

Thanks so much for your reply! It does sound like a good idea to keep a letter on hand in case of a waitlist situation. That being said, it also sounds like an employer letter may be helpful, and something Harvard may be interested in.
