That's what I thought too until I looked back on MyLSN to see the exact dates waves went out in the past. I noticed that for many of the previous years, rejection/ WL waves went out in Feb (some of those included were ED holds). He prefaces the entire letter by saying “we expect to”. There’s a little wiggle room in there for a delay; the nuance in the letter would make any adcomm proud.
