The percentages are better, because the cost of tuition varies so much. Yeah, it makes some sense to use percentages. I'm not sure that quarters of tuition are the exact method I'd pick, though, given the presence of some schools that give stipends. I have always interpreted and used something like this:
Where percent are of tuition only, not COA.
$ =~ 1 year tuition (0-40%)
$$ =~ 2 year tuition (41-80%)
$$$ = ~full tuition (81-100%)
$$$$ = Full + Stipend (101%+)
Imprefect, so say tuition was ~$60k and you were awarded 100k, that isn't really 2 years worth but I would still lump it into $$

I wrote one for Chi bc my pie in the sky dream outcome is a Ruby.
