I think this is all subjective, no...? If you think you can write a letter that will let them know something important about you/your life/your candidacy that you'll feel good about sending, I say go for it. How long that takes is imo impossible to say. FWIW, based on my reading of the waitlist FAQ, it's worth sending in a letter even if all it does is express continued interest. If it comes down to a tie-breaker, I think they really do want to know who is truly interested. Then again, I don't know how many people do it, and how much it will actually stand out. Or if it's more, you stand out if you don't.

I visited pre-waitlist and there was no sign-in sheet. I doubt it would be different now. Correct, they just have an enrollment form you have to submit. is staying on the waitlist binding in a way that could get me in trouble by declining an offer later? I am about 95% sure that I would accept an offer off the waitlist but that's a decision I don't feel 100% comfortable making right now and I am concerned about whether this is truly binding
