I was just put on hold via e-mail. It says in the e-mail that applicants on hold will be given first consideration for any places that may be available after the first deposit deadline. My understanding is that Vandy works like other T20 schools in this respect. Your application is still being considered but they need to take a look at initial yield, etc., before making a final call. The waitlist would indicate you're in a pool of candidates they can pull from if needed to fill out the class later on.
