1. Don't think URMs are treated differently. And by AA I'm assuming you mean African American (Asian Americans are not URMs, for the record).
2. I think it is normal. Law school admission is a somewhat unpredictable process. I have seen many people (a good portion of whom are URMs) who are superior to me in terms of the numbers but didn't even get an interview offer.
Can confirm this. In at CCN on down (most in first waves) and no JS1 from Harvard. :(

Does it seem like they do JS1s and the next wave of JS2s from that pool? If there has been a JS2 wave since my JS1 - can I assume I've been passed over?

No. There were first-round waiters in the last wave. There are first, second, third, etc. round-waiters, outstanding.

No. There are always a bunch of people from as early as November/December in even the very last JS2 wave. If you've had a JS1, it's not even close to close to being over until April 1.

I have interviewed on 2/7. Does anyone know if in the last wave of JS2 people from 2/7 were included

There's a 2/9 JS1 on the spreadsheet. That being said, there are a slew of earlier JS1s who haven't heard back.

It seems like (according to other users) only JS1s up until 2/3 were included in the last JS2 wave.

Could there be a JS2 wave *after* 4/1 consisting of people who went complete after 2/1? It would be unprecedented, but this cycle already is in many ways.
