i went complete very early november, and my complete date changed to 2/21 in february. i sent an email asking if anything was wrong w/ my app before then and it was confirmed that everything was in order. is my only choice at this point to be patient, or does it make sense to send a LOCI?

Super happy to have received my acceptance to northwestern last week. I checked my email once a day while I was abroad and *almost* died when I saw the 3 from northwestern.
their scholarship survey thing is kinda interesting. Not sure how good quality 500 words (more!) of "help me I'm poor but I want to go to law school" can be weighed in their decision making.

I'm going to say you shouldn't. Those are meant for waitlists, and if you write one now, it shows your impatience. I'd shoot them an email or phone call asking what the normal time to hear back from them. I can understand your approach. I sent LOCI's to schools I had not heard back from in a long time. It worked favorably for me in the case of BU and Georgetown. It just depends on what you're comfortable doing. I feel if you submitted your app in early November and still haven't heard anything by late March, maybe it's a good point to reinforce interest if it's a top choice.
