I went UR 2 today. Complete 1/23, UR1 2/7, UR2 3/27
Been sitting at UR2 (maybe 3? can't remember) since 3/13.

How long is the wait between UR2 and a decision?

I have been sitting at UR1 after 2/27. That's also the day I went complete. Does that mean they threw out my app after reading it for like three minutes? But why didn't they send out a rejection if that's the case? Or maybe they lost my app...

Anyhow, I sent in another "Why Penn" essay the day before.

Edited: I just realized that I went UR2 yesterday at 3/27. Since my last change was 2/27, I did not even realize that there was a change when I saw the 27. So I guess UR2 is pretty close to a decision then!

Wow, I just checked this cycle's graph on LSN and it is all over the place. Way different than most other schools.

http://penn.lawschoolnumbers.com/stats/1617

There isn't a very clear line of who gets accepted and who doesn't. For most places there are a few outliers, but generally you can get a good read on the situation. I am a green in the sea of yellows on this graph.

Yeah if you remove the waitlists it becomes a little more clear. My theory is that the reason is a combination of some emphasis on the Why Penn/ YP combined with making waitlist vs marginal accept decisions earlier in the cycle than other schools.

If we haven't heard anything about scholarships, is there still hope or is it time to start sending in peer offers?

I submitted my app on 2/27, went complete on 3/1 and nothing happened since - my status is still 'File Complete'. Should I be worried? Does it mean that they didn't even read my app yet?

I don't think it means anything. I submitted mine on 2/28, went complete on 3/6 and my status remains "File Complete" as well.

Is there a chance for people who submitted late to still be accepted? I went under review 2/27, applied sometime in January, but I haven't heard a whisper since.

I was in the same boat, but they updated mine to UR2 3/27 recently. I think there is still hope. They might be reading yours right now!

Hi send them anyway! I called when I was admitted and asked if they wanted peer offers up front or if I should wait until they sent me my initial offer, and they told me to send it over.

All of the advice I have heard says to wait until a school gives you their initial offer before negotiating.

Fair enough, and I did with most, but Penn was pretty open compared with other schools about considering them - probably depends on the size of your peer offers and if you are in a time crunch etc. Just letting people know that the school itself is okay with it, you are right that whether or not it makes strategic sense will depend on the person.

The FAO told me today that more merit decisions probably won't come out until after ASW.
