Opinions on sending LOCI's before being rejected/WLed..

Just wondering.... my dream school is U. Colorado, but with my numbers being in their 25% there's a good chance of being rejected or WLed. Knowing this, would it make sense to send them a "Why Colorado" essay or some kind of LOCI before getting a decision? Or would that just annoy them more than anything? I've always dreamed of living in Colorado, so U. Colorado or Denver seem like the obvious choice (although I do prefer Colorado over Denver for location and job prospects). Thanks!

Nope. Get waitlisted, then send the LOCI. If you were on the reject pile to begin with, a "Why Colorado" really isn't going to help you.
