Emory v CU Boulder

Ok so I am absolutely torn between these schools. I've visited both and it was my first time being in both Atlanta and Boulder. The money given to me my both schools makes the cost of attendance about the same, not enough to make a difference. I definitely want to do environmental law. My heart was set on boulder and then I surprisingly got into Emory with decent money, and liked Atlanta way more than I thought I would. If Boulder was higher ranked I know I would still definitely want to go there, I really loved the city and the vibe of the school. But, I feel like I can't give up on a school of Emory ranking for what it would cost me especially if i thought it was decent when I visited. Is the difference between like around 20 and around 40 for ranking that significant?? Does CU environmental make up for that? I really don't know what to do
