I don't think waiting will hurt your chances of getting in (incoming 1L median age at a number of top schools is like 24/25), but I'd be more interested in what your ceiling is. With a 2.9, you're not going to get a full scholarship from a top school. I imagine if you had a unicorn score (175+) you could probably see some money from lower T14s (maybe?) and probably get a top 20 or state flagship/regional to cough up some serious money, but other than that, the GPA bomb is really going to hurt you.

Does your scholarship have stipulations more strict than just remain in good standing? Is it in the area you want to practice for the rest of your life? Does a 165 get you a similar scholarship to a better school in the area? It is possible retake doesn't get you in a much better position.

I don't necessary need full scholarships, I was hoping they can cover half of my tuitions. Speaking from my heart, I want to give myself another 4 months to study for LSAT, but realistic speaking, I don't know if I should pass on this opportunity for something uncertain in the future.

It's just good standing, it's not in the area I want to practice for the rest of my life. 165 can get me to a better school, but I don't know about the scholarship. And yes, it is possible retake doesn't get me in a better position, which is why I can't decide what to do.

Because you're not talking about schools that give you options after graduation.

Retake for a 160+ (you'll need it with that GPA), or don't go to law school.

Because outside of the top top schools, law degrees are not portable. If you go to whatever school you're talking about, you will have a very very (...very) difficult time practicing law anywhere outside of that immediate region. If you don't want to live in that area, you shouldn't commit to only being able to practice in that area. The idea that you can go to school there, work locally for 5 yrs and prove you're a good lawyer then move anywhere you want is not accurate.

If you go to a school outside the T14, you are essentially signing up to practice in that region/area for the rest of your life. If you don't want to practice in the same area as the school you got into, don't go.

Thanks! I know for sure I don't want to practice where the school is located.
