Sorry if this seems totally basic, but am I understanding the below chart correctly? Trying to decide which one to take all things being equal, and it seems like DC is the better bet because I won't have to take the online test.

That's correct, if you're going to practice in DC. If going to practice in NYC, you'll have to take the online test.
Also, don't discount how inept DC is at administering the exam.
