Do you register for the state bar when you are a law student or when you pass the bar. Also, any fee waivers if in CA?
Also, any fee waiver for C&F? Why are they charging us 500$$ to send in an application for C&F..

Depends on the state. Some make you register early (or allow you to, but there's no point unless your past is very checkered), some don't.

C&F costs money because they do a pretty extensive background check. It takes time and money to run you through databases, contact references, etc. Don't know about all states, but it's highly doubtful they'll be fine with letting people do it for free. This ain't a law school app.

If you go the big law route, firms will generally pay for your C&F and registration fees (at least my firm did).
