Can a non CJA panel attorney get appointed under CJA act?

I am wondering if you need to be on a panel to get appointed? Can it be the case that during arraignment you go to the judge and just ask for appointment?

Yes, you need to be on the panel. You need to have a certain amount of experience to be considered.

You can’t just show up at arraignment and ask to be appointed, in part because the court won’t schedule the arraignment without having lined up an attorney first.
