ERISA/Employment benefits law

Does anyone have any idea about starting a solo practice dealing with ERISA/benefits law? Would I need to be licensed in a particular state? Or any jurisdiction is fine since it's federal law? As a solo, what size clients would I have? Are medium-sized businesses willing to hire a solo for this type of work. I heard finding an ERISA attorney is difficult.

re: state licensing - think that's a model rule 5.5 issue; some states don't have that rule though (e.g. mississippi) so you'd want to look into that
