Oh I completely agree, this seems like an internal policy to discourage transferring or something. LRM ended in March, LP and first final ended in April, so I doubt those haven't been finished for weeks by now. It seems like a marked departure compared to previous years. I'm not sure why SBA pushed for the new policy. FWIW, grades coming out 10 days later will have absolutely 0 effect on transfer applications. That stuff is due like mid-July, and transfer admissions are not rolling, so there is no advantage to applying earlier.

It would still help for prep purposes. I wasn't a transfer student and I am def not* be the best person to respond to bolded but that statement sort of jumps out at me as sketchy. Are you sure? There are benefits to applying earlier sometimes in the normal cycle. Is it different for transfer students? I went through the transfer process. All decisions are given within 2-3 days. If you go to the TLS transfer forum, it's pretty well documented. *disclaimer: I only applied to 2 schools to transfer, so it's possible that it's different at other schools, but I don't believe so. Either way, the transfer forum is a good resource. I'm sure this question is answered there.

I'm guessing that transfer applications, unlike 0Ls, are evaluated once all of them are in so it wouldn't make a difference to apply on the first day or the last. But it could help with the process to start reaching out to professors and writing PS earlier rather than later. At least for NU transfer admissions, there were some students who were admitted later than others (which I think we can all agree ia how one defines rolling admissions). While I did not apply to NU and therefore have no personal experience with this, it could still be non-rolling admissions if they simply made transfer acceptances, waited to see if people turned them down and if they had extra room, and then sent out a few more acceptances. In that scenario, there wouldn't be any advantage to applying earlier. If it was like consistently trickling admissions over the course of multiple weeks, then yeah that's rolling.
Either way, you will still get the best info from the transfer forum.
Here is a post by Spivey, who runs a law school admissions consulting business (and posts a lot on TLS). It looks like some schools are rolling, while others are not.

My experience is limited to applying to 2 schools that definitely did not have rolling transfer admissions. I assumed that was industry norm, but I guess not.
