Letters Asking An Applicant to Call School

I just received a letter from thomas cooley law school after submitting an application saying that they want me to call their Admissions Office "for personalized attention to my application." Does anyone know whether or not this is a formal phone interview? If so, what should I expect? Thank you much!

Is it strange to anyone else that you should write and mail a letter to ask someone to call you?

They want to know if youre actually interested in attending (or if they are a safety..)
