Heard today that theres a new policy where all school sponsored events must have more money spent on food than booze :(

Looks like those bums in section 2 are going to ruin all the free drink tickets

This is actually confirmed. At least for events that your mentor puts on for you. If they buy you alcohol, at least 50% of the total bill must be food.
