references vs recomendations
if a judge requests references and not recommendations is it still ok to send the letters of rec. or no?

Are you talking about OSCAR or mailing clerkship applications yourself? Or are you talking about something else?
(OP is referring to clerkship apps right? And not judicial internships?)
