Unless things have changed - alternates are selected for 3L and Direct Appointment, but no alternates are selected for 2L. The rationale is that by the time the board rolls around next year, they can select more 3Ls to make up for the shortfall in 2Ls selected the year before who fail to commission (for whatever reason).

I am a longtime lurker but found the stats from others especially helpful, so here are mine:

2L
2nd quintile at tier 2
Worked four years between college and law school
Dual degree J.D. and masters
Secondary journal
Mock trial society
Moot court board (e-board position, competed intra and inter-murally)
SBA class rep
Two clinics
Two CALIs
Interview - felt like it went pretty well, I found the resources in this thread to be very helpful; it's similar to any other structured interview (they do structured interviews for TFA/teaching fellows programs as well)
PR'd spring 2016 board, notified via phone call and email (someone else already posted the PROREC letter earlier in this thread)

Spring 2016 was a 16% select rate (I don't know if that's just SP or everyone)

Also potentially helpful might be my timeline:
PR'd Spring 2016 (April 19 phone call about 2pm from 202/DC number, email around 5pm)
Connected with recruiter end of May
MEPS Sept 1
Security questionnaire completed early October
Still waiting for commission now

Basing off the past few I say tomorrow or Tuesday. I have it marked for tomorrow so I can keep my phone of because of a final I have mid day. Don't want good or bad news to find me until i'm ready ha ha!

Last year it was on December 8th, on the Navy JAG Birthday. They also updated the JAG blog on the same day.

That's a really great point. Makes the most sense being released on the JAGC birthday.

My speculation is that the release just happened to coincide with the JAG Birthday. The usual culprit for the long wait time is that both Admirals like to be briefed simultaneously on the board and it is tough to get them both pinned down at the same time. But, what do I know, maybe they try to do it on the birthday.

I think they select them at the same time, but I don't know if anyone gets notified that they're an alternate. I've only met people that were primaries.
