Odds of getting into Georgetown? Where can I transfer??

I've posted before... basically I finished about top 12% at my mid TT law school (GPA of 3.538). I have an 80% scholly here. A couple of questions.
First, I'm putting in my app for Georgetown today (a few days late). What are my chances there :/

If not Georgetown, what other places are there Where I could feasibly get in that would be worth dropping the scholarship and moving? I'm upset I couldn't get those couple extra percentage points, and was hoping to do a little better.

Any advice? Thanks :/
