Letting potential employer know about another job offer.

I received a Fed Gov't internship offer for the summer after 2L and I would like to make another Fed Gov't department aware of this offer to speed up their decision. When I interviewed, they said to let them know if any deadlines or other offers come up. What is the best way to do this (phone, email)? Is it customary to let them know who my other offer is with? I'd prefer not to disclose such information but I understand why it might be customary to do so. Thanks
