What is the proper way to decline an SA offer? I have no idea what to say at all and who to contact. Thank you!

Email recruiting: “I would like to thank you for the offer to join [firm] for summer [year]. However, I have decided to pursue other opportunities and must decline.”

If anyone has been actively courting you or you feel you made a connection with any individual attorney, it may be appropriate to reach to them as well.
