Fed Court Staff Attorney Position

I just received an offer for a permanent staff attorney position at a federal court and was wondering if anyone had information regarding the pay scale used.

The position is being paid under the Court Personnel System Pay Rates ("CL") at the CL-29 level (promotion potential CL-30). The CL-29/30 levels seem somewhat similar to the GS-13/14 levels, but does anyone know how the courts typically apply the developmental range/full performance range for attorneys? Also, since there are a lot more steps for the CL levels than in the GS pay scale, do the courts typically provide multiple step increases per year? The link above describes the default step increases, but does this vary on a court-by-court basis?
