Attorney-examiner (Admin judge) positions

Anyone have any insight on these types of jobs? A few agencies use attorney examiners to be admin judges. MSPB and EEOC are two that come to mind. Seems like people in these jobs stay forever. Also seems like a fun job to have. EEOC judges cap at GS14 where MSPB judges cap at GS15.
