CONFLICTS with Patent Prosecution Associate Switching Firms

Does anyone know how long it takes for client conflicts to be released when a patent prosecution associate changes firms? For example, client A is a direct competitor to client B. Associate works heavily on drafting patent applications for client A at old firm. Associate wants to work with client B at new firm.

It is my gut feeling that it is 18 months (i.e., time for things to be published). Any ideas? Please support your assertions with some sort of evidence...
