so a firm I want offered its last summer associate position to someone, but that someone has not accepted the offer for 3 weeks now. it expires after a month. if it does, I can come in for an interview. why do ppl do this? does this mean he or she is just waiting for another firm? is it likely it'll just expire?

Some people are very indecisive. The person may be waiting for another firm. The person may intend to decline and just doesn't want to have the awkward conversation. The person may have already accepted and the firm hasn't gotten around to telling you.

Regardless, you should be looking elsewhere and not just sitting around and waiting for an interview that probably won't happen.
