I dont remember if it was in the original post, but can anyone lend some insight here: If you get in 2 schools with the same ranking, but have in-state tuition at one and the other is a private (16k vs 40k), will they even bother negotiating? Or is it pretty much restricted to merit-offers.

I would go off total cost of attendance, not tuition, not scholarship. If you get into very closely ranked schools or you are negotiating with a lower ranked school then you should be able to negotiate.
Example.
Public 25 ranked school is Total Cost of Attendance = $35,000 with no scholarship
Private 25 ranked school is Total Cost of Attendance = $45,000 with 10k a year scholarship
With this you are able to negotiate. Simply say that private school 25 is your top choice, however it will be 30k over 3 years cheaper to attend public school 25, and if they can match or beat that price that they will become your top choice, you can off course then daisy chain this up a couple more schools.
