Why would a school do this?

Why would a school on whose waitlist you are currently placed ask you to complete the CSS profile (while on the waitlist) if it does not ultimately accept you? Would it not make more sense for them to wait until they're certain that they want me to be part of their community before asking me to complete the CSS profile, which costs $25. I mean, it's not like I'm rich.

Financial aid processing takes time. My guess is that they want to be able to fast-track any decisions on scholarships as they admit people off the waitlist.
