Letters of rec related advice

I'm sure people on here get this kind of question a lot, but here it goes;

I have 1 lor currently, waiting on two more. All of my other application materials are ready to go. One the schools that I will be applying only requires 1 lor, the rest need 2 or more. I have all of my writers assigned to each school. Should I go ahead and apply to the one school, or hold off? Thanks in advance!

Also, with LORs, more is not necessarily better. If a school requires two LORs, submitting two super strong LORs would likely be better than submitting the two super strong LORs plus a third less strong LOR. I would only add an additional LOR if you're confident the extra LOR is equally strong AND you think the extra LOR would add a unique perspective (e.g., two academic LORs plus a third LOR from your employer).
