Fee Waivers After Starting App?

What’s the deal on getting application fee waivers after starting an app, but prior to submitting it? I know that some schools won’t refund if you submit and pay.

Prior to submission means prior to paying, right? If so, I think the application fee will change to "waived" to reflect the new fee waiver, even if you've already started filling in the application.
