I understand that conventional wisdom dictates a new personal statement for reapplicants.

Does this extend to reapplying to a school that offered a full scholarship in the previous cycle?

Probably more so. They offered you a full ride, it's not like they really could've done more to get you to attend, they are going to be very skeptical.

Is the general consensus that they will reject you unless you have a good reason for denying their full scholarship offer in the previous cycle and reapplying to their school again?

No, that's not it at all. The reason you do a new PS is because you want to avoid any questions about why you'd submit the exact same materials in multiple cycles because it appears lazy and shows nothing new and additional about you. You want to provide them a new insight into you, so even if you use the same core narrative to your PS to show your strengths, you should reimagine it and try to improve on it to show the effort.

This at least partially depends on the schools we're talking about here, because a full ride to UIUC and a Hamilton are two mostly different things. The numbers will still be compelling, but admissions remember when full rides are turned down, and they'll want to see some effort to convince them to offer substantial discounts again the next year. Considering they hold all of the real power in the negotiation, you appease them by trying to improve your PS.
