Generic splitter applicant to 5-18 or so.

I wrote a rough draft of a PS and kinda think it's too much and I should just totally throw it away and begin anew. Too political/too much of a stretch/too ranty/just too shit generally? Would appreciate someone critiquing either to confirm or disagree with my bad feeling about it.
