Merit-based scholarship for international students

Are full-ride scholarships (Hamilton, Ruby, etc.) granted to non-U.S. citizens? I think Chicago's webisite clearly stated that all accepted students are considered for merit-based scholarships, whereas Columbia's website doesn't talk about these at all.

I know getting a scholarship is a long shot. But given my family's financial circumstances it seems the only realistic option. Please let me know if you've heard about internaitonal students getting a scholarship. I'm especially curious about the Hamilton Fellowshop. Thanks very much!!

As far as I know all students, regardless of citizenship, are considered for merit-based aid. Obviously not having a GPA can affect this though.

I'm an international student and I got two full tuition for Top 30 schools, and one 2/3 tuition scholarship for a Top 25 school.
