When is too late to start negotiations?

I'm trying to get a better sense of the timeline. It sounds like you should generally shoot to start negotiating in February, if you have sufficient leverage in hand by then. But if schools still aren't getting back to you, how long do you wait before just making good with what you have?

I negotiated up until 2 weeks before orientation started. But I also started in Feb. Start with whatever you have, moving up and up. Some schools will run out of money earlier than others.
