Scholarships at top 3

Question- I know everyone always says top three don't offer any merit based scholarships and I've read about the base loan on harvards financial aid site but their ABA 509 still shows 4 students with full tuition and 5 with over full tuition. Does anyone know where those offers are coming from? Thanks!
