Do you still have pending applications to other t14 schools? Why would the t40 care about you withdrawing from the penn WL if you still have pending applications to duke cornell etc?

As long as your email/letter is polite and professional try it out...
Why not go one step further and just say you will put down your deposit at their school and withdraw everywhere else if they give you a full scholarship..? Another idea. GL
