UC Boulder vs Minnesota?

They offered me comparable scholarships and I like both cities a lot. I would like to practice business law in a city, but I don't mind which city as long as it's fairly large. (at least 500,000 people) Is one school better than the other in terms of business law or rankings?

Both are regional schools but Minnesota is slightly better. It all depends on where you'd like to live after graduation because neither will you great mobility.
I will also add that it would not be worth it to attend these schools on low scholarships.
