I am not sure what my chances are for getting off the waitlist for either UCLA or UPenn, so should I just submit my seat deposit to Minnesota who will give me 35k a year or should I attempt to get off the waitlist for the other two schools?

You shouldn't go to Minn for only 35k a year and even if its free, you need to be comfortable only getting small law in minnesota itself.

What are your stats and career goals?
If you get off the waitlist, you will not have much scholarship money so that's something to consider.
If you want to live in Minnesota and are alright with a small local law job, UMN might be an ok choice here.
