Do schools ever give instate tuition as a "scholarship"?
Say you lived in Virginia for half your life and most of your family lives there...
Would say, GMU maybe grant you in-state tuition if your numbers are competitive to try and sway you to attend?

I've heard UT will offer instate as a scholarship type option

Yes, I know of schools that give equalization grants and scholarships.

You can look up the criteria for establishing residency.
If you don't currently live in the state and neither do your parents, I'd venture to guess you're out of luck.
Some states give in-state if you went to high school in the state iirc. Not sure if Virginia is one of those states.

UGA has a particular scholarship for out-of-state students. It's only for 1L, and it brings tuition down to in-state levels. After that the student is expected to establish residency (it's easy, they have a meeting about how to do it). Many out-of-state students get that scholarship.
